tsai sites: install smtp-mailer as shared symlink

Symlink plugins/smtp-mailer into all tracked tsai WP sites. Convert the
three real-dir installs (demo.tsai.ai, tsai.ai, tsai2) to symlinks so
they share the single source (also bumps demo.tsai.ai 1.1.19 and tsai.ai
1.1.22 to 1.1.23); they stay active. Add the symlink to the remaining
tracked sites (autosave, dev, johnturman.net, news, sandbox) without
activating, matching tsai-plugin/tsai-compliance.
